Net weight, adapted
I think it may be 純量 (net weight)
脚色means "adapt," "dramatize, etc."
Trial translation:"You coat the test piece with paint of the (correct) net quantity and adapted color,
and compare it with the body color."
This is an awkward translation, in part due to the original Japanese.

A suggestion:
「潤量した」 or 「純量した」makes no sense. Coulld it be 「測量、脚色した塗料」? Then, it reads ¥"Measured and adapted paint.¥"

enough quantity to keep paint surface wet
I couldn't find English term but I guess潤量 means: enough quantity to keep paint surface wet, so that adequate thickness of the paint can be obtained.
For 脚色, I have no idea except this is typo of 着色 coloration.

Ul and dramatized paints are painted on the test piec, and it compares it with the body color.
That's what Fujitsu's Atlas did with that sentence...
