An office/department with specialist knowledge which advises/oversees different institutions, perhaps especially in the public sector.

It could for instance be a department/office with psychatric specialists who can give advice to a school for mentally handicapped children and see to it that they work in accordance with the latest research.

The thing that sprang to my mind was something like 'the China desk' or 'the Sudan desk' in say, a Foreign Ministry or a Chamber of Commerce. These are called 'specialist desks', but I don't think I can use 'desk' here. I may end up with Per's 'office' or one of your suggestions.
