The period says that should the EMPLOYER supply to the CONTRACTOR any goods or services that were to be supplied by the CONTRACTOR, according to the CONTRACT, their relevant amount will be discounted, through measurement, from the amount due to the CONTRACTOR. This is a standard clause in construction contracts.
