The context refers to enumeration of the securities accounted for tax purposes in the Russian Federation including (i) shares in other joint stock companies, (ii) bonds, (iii) non-interest government bonds, (iii) bills/notes and other "неэмиссионные ценные бумаги".

As offered by my EN-RU Dic. of Economics and Finance, such 'nonnegotiable' securities are not subject to negotiation or handing over. Literally, 'neperedavayemye' or neobrashchayuschchiyesya'. The second version can be used to better suit your style, if required.

I think it means some other securities negotiable but not in circulation like money or foreign exchange. Negotiable instruments or securities will intristically bear the meaning
