Я предложил ему не участвовать в таких переговорах, объяснив ему, что его могут сделать крайним.

A man in exile is talking to his friend, who has been asked to be a go-between in discussions between the exile and the government of the country he left. He advises his friend not to agree, because "they" would ... do what? It sounds like they would "take extreme measures" or "give him an offer he can't refuse," but I'm just guessing.

?? It does not pertain to London, so far as I know.
Although assassination is certainly a (non-explicit) possibility in this case, I'm not sure that this particular sentence is referring to that possibility.

I am humbly guessing that the 'source language' is related to the recent proceedings in London that have enriched the English-Engllish language with such words as 'krysha', etc. Imho, the "сделать крайним" in this CONTEXT means that a person could be not just prosecuted, but "simply" assassinated. The eternal question - Cui prodest? (или, в более современной редакции - Cui bono?) is on the table...

neutral RitaZ : this is a козел отпущения // I didn't mean the meaning is different. I meant that scapegoat=козел отпущения, so why use it for крайний when there are other perfectly good words that mean the same thing. And I did support Mark's suggestion, actually.
