I am assuming a misprint here - I think it ought to be "плетень", not "клетень".

In view of Alya\'s comment, I doubt if I am right, though it remains a possibility.
Клетень is defined in Rear Admiral Yelagin\'s Русско-английский военноморской словарь as \"keckling\", but I have never heard this word and from the description, I should think \"lashing\" is possible, so this would be \"wire lashing\". Or maybe \"wire keckling\" - I am not a great expert on marine terminology myself.
Vice-Adml. Fadeyev\'s Морской словарь defines клетень as follows:
КЛЕТЕНЬ - (parcel, serving, service) - тонкий линь; обвитый вокруг троса для защиты его от трения.
It also includes the following definitions:
КЛЕТНЕВАНИЕ - наложение клетневины и клетня, заключающее в следующем: на стрентсованный и насмоленный троц кладут клетневину по спуску троса так, чтобы каждый её шлаг перекрывал следующий. Покрыв таким образом весь трос клетневиной и укрепив её концы; приступают к наложения клетня вокруг троса против его спуска при помощи полумушкеля. К. применяется для придания тросу прочность.
КЛЕТНЕВАТЬ - (to serve, to keckle) - накладывать клетень.
КЛЕТНЕВИНА - (parcelling canvas) - старая парусина; нарезанная длинными узкими лентами.
