I think "relevar" in this context means "re-elevar", ie, "elevar de nuevo". It looks like this is a hydraulic control system, and if hydraulic fluid leaks past the piston in the hydraulic cylinder, the piston will start to move out of position, requiring readjustment of its position when the movement of the "compuerta" reaches half a metre (although I don't quite see how the "servbo" gets into this). These specs say that only one such adjustment per day will be considered acceptable.
