This appears in a letter from the Comisión Nacional para la Protección y Defensa de los Usarios de Servicios Financieros to a bank in Mexico.

Se hace referencia al Juicio Especial de Fianzas 1/2000 en el cual el Juzgado Tercero de Distrito en Materia Civil, por oficio número 12345 de quince de febrero de dos mil cuatro, se solicitó a este Organismo, para requerir a X [a bonding company] a pagar la cantidad de $xxx a que fue condenada por esa autoridad.

I am confused by the use of the reflexive with "solicitó." Am I right in assuming that "este Organismo" refers to the Comisión Nacional? Is the court asking the commission to require the bonding company to pay the amount?
