My interpretation is:

First, I believe they are speaking of thematic tours. Second "rutas tetralizadas" should be "rutas teatralizadas" or theatrical/cultural tours following certain themes. The tours of "el cerco" conmemorate the siege in which Zamora was encircled in 1072 when Sancho II tried to take Zamora from his sister in an unsuccessful attempt because the Zamoranos fiercely resisted this "encirclement" and siege.
The "juglares" is a minstrel tour, maybe with a medieval twist. I hope this helps.
