This is from a letter written to a U.S. government office by a Cuban. The person wants to come to the U.S. and is talking about his father who worked at the Naval Base for 20 years. The writer's use of Spanish, especially of punctuation, is non-standard. I can't quite figure out what he means by "como saludo" in the following context.
"Tengo en mi poder los documentos que avalan dicha afirmación [regarding his father]. Así como testimonio de una carta que me hizo llegar un abogado llamado ..., dicha carta justfica su presencia como saludo al servicio de su Estado en la Segunda Guerra Mundial."

What I think happened here is the the person translated salute to saludo in Spanish.
What he means is that there is a letter in regognition of or saluting his father's service to the country in the WWII. This letter proves that he was actually in the army.
