Spanish term

techo residencial libre

Spanish to English Other Real Estate Town Planning
"equilibrar la descompensación del techo residencial libre ya que se nos ha adjudicado junto con el protegido y distanciado del resto libre del sector"

I'm thinking "something" (gross/available?) residential floor area, but I'm a little worried about the "libre" part as getting it wrong could convey a misleading message.
Any help would be most appreciated...

No, the concept of techo is one of permitted limit. Gross floor area is wrong I'm afraid.

It looks like "libre" is contrasted with "protegido", as in free-market housing (whose price is whatever the market will bear) versus publicly-sponsored housing for low-income buyers (whose price has got a ceiling).
