I would avoid saying that the entity "is the agency" because "agency" is used loosely in English to mean "office" regardless of whether it the office is of a subsidiary/branch or that of a legal representative. The point to be preserved here, I believe, is that the "agencia en Chile" is actually the legally appointed/contracted "agent" who is "given/has agency" in Chile.
