I would normally translate pilotage as "management", but I have it in this text in association with management,

This is from a list of activities undertaken by different companies in the property management sector and is part of a Powerpoint presentation so not much background.

From my notes:

Pilote Co-Ordinator [see nCE,4.3.93,p14], Contract Manager, Managing Contractor [Scott Building, under management contract]

But since the OPC aspect of a contract is "Ordonnancement, pilotage et coordination de chantier", don't ask me what the difference is between "pilotage" and "coordination"!

operational and strategic management


Explanation:
"Operational" management meaning handling the day-to-day decisions, "strategic" management meaning long-term planning. Just an idea -- because personally, I would have associated "pilotage" with the daily aspect and "management" more with the long-term aspect, which is the opposite of what appears in your text.

neutral  B D Finch: I think that this is about policy and importance more than about time-scale. Management certainly is concerned with the "daily aspect" of a business. Pilotage is about guiding - at high, strategic level in this case.

I use this in a business context in a bilingual environment and this is how we translate it.

It's just another term for coordination as Bourth has put forward.

For example a specific department can have a 'steering committee' - a team of managers who coordinate / plan for / manage the department.

Whils talking about real estates, "pilotage" means taking care of a project with all its elements: cost, profit, employees, marketing, sales, etc... You can manage a concrete, existing property, but you can "pilot" a future to be project.
