It basically means there is a high profit margin for the service sector, which is not necessarily the same as being profitable.

A company can be incredible profitable by working with a very low profit margin.

I think a distinction is being made here between services which are provided externally, and thus yield margins between income and costs, and services provided internally, for which income will only be an internal accounting matter.

"Orders were distributed between the Trading Division and the margin-bearing Services Division." (Internal services don´t have orders as such.)
