I would understand this as shown in the link, a single loading point combined with an evenly distributed load.

However, in this small snippet, it might also be the second choice which would be sometimes a heavy load, sometimes a lighter load.

My thoughts.

A bit more context might help (electrical or weight load?), but it seems to refer to a load that is composed of several items / factors / values.
