Можно ли в данном контексте взять для этих слов дословно: structure / restructuring и вообще смысл этих слов в данном контексте мне не совсем понятна:

Банк может
структурировать свои операции таким образом, чтобы использовать возможности, предоставленные
российским налоговым законодательством с целью уменьшения общей эффективной
налоговой ставки. По мнению руководства Банка, реструктурирование налогооблагаемого дохода и расходов,
уменьшающих налогооблагаемую базу, не приведет к начислению дополнительных налоговых обязательств.
Соответственно, руководство Банка не сформировало резерв по потенциальному налоговому обязательству в
отношении этих операций.

Therefore, the Bank may structure* its transactions so as to reduce a cumulative effective tax rate. In the Bank management’s opinion the restructuring of the taxable income and expenses reducing the taxable base will not result in imposing additional tax liabilities
