That is not the idea. this is a term used for the ministers of the opposition in Lebanon. The opposition was asking for الثلث المعطل or الثلث الضامن to guarantee that their voice is heard in the Cabinet. |

Since your sentence already has the word veto, I suggest the translation like this:
... the veto power in the Cabinet
or
.. the veto power, i.e. one-third of the seats in the Cabinet
after all, you want something which the reader of English will understand and you do not want to come up with words which are not used in the media.

I found also "decisive/preventive one-third" but only 6 matches on google. I think only those familiar with the situation in Lebanon can understand "decisive one third", exactly like the Arabic term "الثلث المعطل" will be understood only by those familiar with Lebanese politics.
