Explanation:
Según el DRAE, "tachar" es "alegar contra un testigo algún motivo legal para que no sea creído en el pleito". Esta figura está regulada en la Ley de enjuiciamiento civil (no me acuerdo los artículos). De todos modos, podéis consultar este capítulo de la LEC en internet.
En cuanto a "recusar", coincido bastante con la discrepancia de Flavio, porque, si bien es posible recusar un testigo (p.ej. por incapacidad), recusar es el siguiente paso tras el procedimiento para sonsacar la verdad al testido que cita Julcheer20.
