Spanish to English Law/Patents Law (general) Power of attorney from Bolivia
poder especial, amplio y suficiente a ruego, que confiere el señor xxx

This document mentions that the person granting the power of attorney is unable to write due to an accident. I think that "a ruego" means that someone else is signing for him but I am not sure how to phrase this. Thank you in advance for any suggestions.

It is actually at the request of... but given the wording, I would leave it / start it upon request
