Context: Previo al estudio de diversas alternativas para conseguir la precitada implicación, se adoptó la decisión de cimentar el desarrollo metodológico en base a la identificación de “Proyectos Integrados de I+D” dentro de la acción Polos de Excelencia por parte de los denominados “Centros tecnológicos tractores”.

This is part of large document full of EU-speak regarding innovation and regional competitiveness in the context of FP 7. The term "tractor" crops up a lot and, as this example shows, clearly has nothing at all to do with agricultural machinery. I've managed to find a lot of the other jargon but this one has me stumped. I suppose it has something to do with "driving force" or some such but I can't seem to come up with anything convincing.

What's wrong with "proper" English anyway?

Thanks Neil, now I know where all the uses of "desarrollar" are coming from!! I don't think I can avoid "poles of excellence" though, or "innovation actions" either for that matter. I'm trying to use as much plain English as I can whilst still keeping some of the jargon to keep the author happy. Language Conservatives of the world unite!

I agree, Neilmac, we are basically the conservatives in linguistic progress. If we are to coin terms, we want to coin something less-gouche (spelling?) and more durable/expressive. It is a pleasant passtime as well as a professional responsibility. My regards.

I agree with Richard, although the problem is finding a comfortable way to put it. "Draw/pull/attract" do not lend themselves to a coherent use here. I would translate it as Technological hub/centre" and leave the "tractor/attracting/magnet/pole" nuance as implicitly understood on most occasions.
The problem with Eurospeak is that "buzzwords/phrases" come into fashion and are then used willy nilly, beacuse they "sound official/modern". You can see a very basic example of this in the widespread misuse in administrative Spanish of "desarrollar" (develop) instead of "realizar"etc (carry out/do). Dealing with it is an uphill struggle, especially when the general opinion is that if it's on a EU website, it must be correct/gospel.

I see an opportunity for language professionals to participate in a new linguitic development, referring to what Dr. Frankland calls "Euro-speak". I suggest, though, that rather than 'to drive' (impulsar) the verb should be 'to draw', 'to pull' or ''to attract'.

I get the impression that these centres attract investment to the region and promote regional growth therefore I'm trying to come up with something along those lines. I don't think "key technological centres" quite gets that message across.
