Context: Previo al estudio de diversas alternativas para conseguir la precitada implicación, se adoptó la decisión de cimentar el desarrollo metodológico en base a la identificación de “Proyectos Integrados de I+D” dentro de la acción Polos de Excelencia por parte de los denominados “Centros tecnológicos tractores”.

This is part of large document full of EU-speak regarding innovation and regional competitiveness in the context of FP 7. The term "tractor" crops up a lot and, as this example shows, clearly has nothing at all to do with agricultural machinery. I've managed to find a lot of the other jargon but this one has me stumped. I suppose it has something to do with "driving force" or some such but I can't seem to come up with anything convincing.
