Creo que se trata de contraponer dos situaciones: la del pescador que se mueve en una zona relativamente pequeña en su actividad pesquera, quizá por la falta de confianza en las cualidades de su embarcación, y el cambio que supondría para él el adquirir el estabilizador. Ello le permitiría salir más lejos, moverse con más seguridad y conseguir más peces. Así lo veo. "trough" es una exageración: es como decir que antes pescaba en un balde doméstico, en un abrevadero o bebedero para animales o en un canal. "Troll" se refiere a ir con la caña con cebo pescando desde una embarcación que se mueve muy despacio.
