... might be a way out here where "application" would refer to the specific way in which the plug is to be inserted/applied (whereas "use" might refer to the more general part). I must admit that this distinction is somewhat artificial (depending on further context, "Anwendung" and "Gebrauch" may largely overlap -> "use").

general information and instructions for use
I'm not sure how meaningful it is to use "application" at all, unless it is in the sense of something which has to be applied (a medical substance to be put on the skin etc.), I don't think this is the case here, though, so one could do without it.
I suggest using "general information" to explain what the thing is for (basically) and "instructions for use" to explain how to use it (in detail).
