Недавно мне удалось опубликовать в
"Известиях" заметку о том, что болгарская журналистка прислала в наш
Физико-технический институт им. Иоффе просьбу о помощи, потому что какие-то
аферисты атакуют болгарский бюджет на предмет, скажем так, "втюхивания"
болгарам вечных двигателей.
From the context it suggests that it means "offloading" (selling someone good that are defective or unwanted), but I can't find even the root of the word in any of my dictionaries or the usual on-line sources.

You are right.
More usual in that meaning is used in Russian "vparivat'", but this one is comprehensible enough. It's neither in "Словарь русского языка в 4-х томах"., т. 3 М., "Русский язык", 1983 nor in Словарь русского языка. Составитель С.И. Ожегова - exactly. Obviously it derives from distorted "tyufYAk" (a person with weak will - pejorative meaning) - interchange of consonants between 'f' & 'kh' (similarly as in Latin vs. Spanish).
See Даль (4 тома) and his guess about 'tYUkha' (Now I guessed - I was born in Kursk & that's why I get it easily). There is in Даль (4 тома) the word vtYUkivat' in the meaning 'pounce'. Good luck, GaryG!

"Con" is a negative synonim of "convince":

That's the English expression I personally associate with втюхивание. As in "what are you trying to push off on me?" It does mean an aggressive hard sell, usually of something unwanted or unnecessary.

I think this may be what Yulia and riga's native speakers may be thinking of. "Push off", maybe, but I've not seen it used this way. "Pawn off" - no, to pawn means to pledge something as security against cash.
