These are the beginnings of phrases detailing what the award winner must do to meet the tender requirements.
I usually translate both these terms as subcontractor but in this case I can't because they are referring to two different entities.
I am wondering if the first indicates a company that is awarded the bid along with the winner? If so what would the English term for that company be?

Most of the UK/US translations do not transfer the "subtle" difference. 'Subcontracting' is used for both terms predominatly.
And also many Italians have no idea of the different implications.
