It appears on a transcript. I know the 'rectorat' is a local education authority, and that "vice-recteur" can be translated by "vice-president", but I have no idea how to translate "vice-rectorat"

Yes, I'm positive. "Vice-recteur" is written at the bottom of the page, followed by the seal, but this is written as a title, after the name of the university and in front of "Releve de notes a l'examen de sortie", so I think "vice-rectorat" would make sense here.

If it is a university which I was previously unaware of, due to initial lack of context, I would go for "Vice-Chancellor's Office in charge of research".

N.B. In its plural form, "études" can mean two things as far as I'm aware:

1. research
2. studies
