I'm not sure about the meaning of 'cercanos' heere. Are they looking to use 'ordinary' people as references instead of celebrities?

A bit more context would be useful, if available.

CLOSER REFERENTIAL LEADERS

Perhaps "WARMER" instead of "CLOSER", though I think the context is leading more towards "DOWN-TO-EARTH". Perhaps an even better translation, though one I am somewhat hesitant to suggest, would be "DOWN-TO-EARTH REFERENTIAL LEADERS", rather drawn-out, but takes the message home.
