It's close to something like "plebs". Comes from "people", obviously, but has a somewhat vulgar connotation.

This is a very favourite phrase the first word of which originates from computer slang (ppl) which means "people". The idea is that people will put up with any cr@p you do to them.

Joe Sixpack won't notice
As explained previously the phrase means that an average audience member will take for granted anything he is fed from the TV screen and it is very derogatory. I'll bet that US journalists have similar expression of their own (cause the phenomena is truly international), but I'm in no way aware of it. May be you should try asking in the English-only forum.
Otherwise, I suggest to end the sentece along the line:
.. in a hope that Joe Sixpack would never notice as modern anchormen firmly believe.
Here a good deal of deragatory, even inflammatory style is lost, may be you can enhance it.
