At the risk of criticism for having already posted (and hidden), I suggest "public employee fund." The use of "public employees" would appear to be more more appropriate than a term that might be understood as being limited to a certain type of public employee (such as "utility workers").

What other areas? All of these fall into the category of public utilities. That includes public transportation, at least according to the State of California. http://www.cpuc.ca.gov/.
