Spanish term

todo y que

Spanish to English Other Environment & Ecology
never heard this before:
the context is:
"Eso, más el hecho de que otros países en desarrollo, abarcando China, India y Brasil, también se incorporen a estos compromisos de reducciones a partir del año 2013, año que finaliza la primera ronda de negociaciones empezada en Kyoto, abre una cierta esperanza en la política internacional dirigida a combatir y evitar los peores efectos del calentamiento global de la Tierra. Todo y que no tenemos ninguna garantía que “llegaremos a tiempo”, es alentador pensar que vamos en la dirección correcta. "

Thanks in advance for any help.

Although

Since I'm already looking at this, I'll put my answer in even though I see that the question was closed.

Given the structure of the sentence where 'Todo y que' comes at the beginning of the dependent phrase, it makes more sense to me to start it with 'Although' -- or possibly 'Even though' . The other words suggested wouldn't fit at the beginning of this sentence.

I'm wondering what translation the asker finally used?
