Same explanation as Kashew, but I think "secret" means that they don't know you're timing them (i.e., the fact that they're timing is secret).
I think the English cognate "discreet" works fine here, if not better.

: Yes, I think that's it. The only link I found for 'secret' was, as you say, done secretly by the organisers. I thought of 'hidden' but couldn't find any refs.

Could this just be an individual chip-based timing system? The word secret just seems a bit out of place here.

I just assumed they could transmit data in the same way as if they were attached to a shoe. Possibly one assumption too many! ;-)
