arrange the priority ranking of charges
treffen: make arrangements for the charges coming to be regd. over the land and not the creditors who may be the same e.g. the 2nd and 4th chargee.
Example sentence:
‘Interest based priority arrangement system’. Basically, if I am interested in something, it winds up at the top of this queue.

: arrange/define the priority ranking of encumbrances, I'd say. "Belastungen" may also be other charges, e.g. easements, mortgages, etc.

charge is pretty wide as it is, catching land plus chattel mortgages, plus easements as well as easements that are covered by local land charges (Baulasten).

priorities
looks like a secured transaction or a transaction with security interests, in which case, you would simply use "priorities" without any further explanation (as to priority of creditors, etc.)
