administrative and staff salaries

English Bus/Financial Business/Commerce (general) anesthesia practice
For an anesthesia practice these expenses often include: billing and collection services, accounting and legal fees, corporate insurance, administrative and staff salaries and benefits, taxes, rent, equipment, pensions and health insurance

does it mean : administrative salaries and staff salaries?
If it does, people in administrative jobs are not called staff? What is the distinction here?

I fully agree with you that the distinction being made here is not particularly clear. I think (in contrast to Michael's distinction) that "administrative" probably covers receptionists, secretaries, practice managers etc. while "staff" is being used to describe "medical" jobs such as anaesthetists, nurses and technical assistants. However, as you rightly point out, administrative personnel are also "staff", so the distinction doesn't bear too much analysis. However, in relation to a hospital one would refer to the "medical staff" and the "administrative staff" and my assumption is that this is the sort of thing implied here, although it is poorly expressed.

managerial and support-personnel salaries

administrative = managerial, executive, etc.

staff - assistants, secretarial, etc.

salaries for managerial/clerical personnel and salaries for anesthesiology/medical personnel

Typically anyone involved in administration is involved in the business side of an organization and the staff personnel are those who are specialized in delivering the actual services (in this case, the medical staff). See these examples:

Fair enough. I read her answer as tentative, however, and since I believe it always serves the asker best to defend our answers with corroboration, I wanted to offer my confident answer with documentation. Asker can decide which answer is most helpful.
