The text is about encouraging industry recycling and recovery.
Full context:
'... composto, materiais recicláveis e fracção combustível derivada dos resíduos (CDR). Tratando-se esta última de uma fracção valorizável de algum modo emergente, é feita especial aposta na promoção do seu escoamento.'
I'm probably on the wrong track here, but by 'de algum modo emergente', might they mean '[a fraction can be recovered] from any emerging technology'? (or does it mean simply, '[that can be recovered] in any way'?)

Something that is emerging / forthcoming step by step, being built. Like in:... "But you don't have to go far to find the new emerging markets. ... Although there are a large number of hotels being built and ..."
