No guys. It is not referring to a date. I'm pretty sure that it has, as Michael originally suggested, some sort of particular sexual connotation, as the lady goes on to warn the guy with reporting him to the Casa delaMujer", which is an organization related to women's reproductive health. The thing is, I don't know how to go about translating it. Slang is always a killer for me.

maybe the 28th of a month, maybe not I did a Google search using "hacer el 28" indicating that the entries could not have "enero febrero marzo ... diciembre" and I still had a number of hits that would not necessarily mean a time in the month. But I still don't know what it might mean other than the day in the month.

This is intriguing - all the hits on Google seem to mean "do/make the 28th", as in "Can you make the 28th of July?"

possibly something sexual I have not been able to ascertain what it is to this point; however, since 1 14-year old girls was threatened to make this girl "hacer el 18" I am wondering if it is something sexual.

Is there anything else that would lead you down that road?

Also, my feeling is that all involved have a relatively modest level of education as the entire report runs off without much organization. The lady speaks left and right and the report itself has gastly spelling and grammar mistakes!

Sorry about that, I have been working on this thing for so long and asking so many questions that I forget to mention it sometimes. This is police report filed by a lady in Bolivia, part of a criminal investigation for attempted murder. This is some background as to the character of the accused and his behavior around his family leading up to the actual attack.
