Not certain because I don't know the background, but this is my instinct. Trampled over in the sense of disrespecting or disregarding whatever the person stood for.

that ran roughshod over ...

Yes, I see the quandry. But this is emotionally-charged journalism, so the more-colloquial the better. 'To run rough-shod' would be to wear something like military boots or cleated shoes while trampling over someone or something precious. It could be 'ran roughshod over the moldering body of ...(politician) ...', since in this case the writer was not pleased with the deceased, though the people who were finding the new, young talent were trying to retaliate against a 'desecration' of his memory. So the phrase is part of a 'cynical' emotional evocation. Isn't that right?
