Hi Connie, No, the proprietors own the apartments outright, but can sign a contract with the resort managers to place their property in a Rental Pool Scheme, to generate income, when the owners' agree to limit their occupation of the property to a few weeks a year.

Aren't these perhaps the ''time sharing'' type of holidays? where the owner can use it's property for a certain period of time but the remaining time must be left for regular tourism/tourist purposes.

Depending on the context I would prefer "developed", I think "exploited" carries a slightly negative conotation.
