Hello. From a newspaper article on the planned tax amnesty in Spain. The bit I am having trouble with is "flexibilizar la afloración de'.

"Ahora, mas de veinte años después de la aprobación de la primera amnistía fiscal y bajo la necesidad de obtener una urgente recaudación extraordinaria, el ejecutivo ha decidido flexibilizar la afloración de rentas no declaradas a cambio de un reducido coste fiscal: un tipo fijo del 10% sobre el valor de adquisición de los bienes y derechos aflorados."

I think "disclosure" would be good.

agree James A. Walsh : I think the negative connotations that "disclosure" can have slightly outweigh the more general meaning, so would probably go for the safer option of "reporting". Good reference.
