色々見てみましたが、中々難しいですね・・・・。
航空機製造における品質または技術水準に関する承認をしていると見受けられる文章がいくつか見受けられたようなので、そのような承認機関ではないでしょうか？
以下は、厳密に調べて訳したわけではないので大まかにですが、

航空機エンジンF100に関し、Cognizant Engineering Authority(CEA)はPlating社を4,5段階目の可変翼、即ちF100-229の吸入口のPWA 259の正規の取り外しと交換部品のサプライヤーとして認定した。

のような感じになって、ホンダの求人でcognizant engineerというのが存在するらしいので、内容としては航空機設計？のようなので、航空機製造段階においての品質水準確保のための承認ということと合わせてcognizant engineering authortyを何とか訳せないでしょうか？航空機製造技術機構などと訳してみましたがどうでしょうか？

The Cognizant Engineer will be responsible for the following items:

· Layout and design of Aircraft Doors and related Systems
· Conceptual layout, detailed design and aircraft in-service door designs and modifications
· Mentoring other design engineers in proper aircraft system design philosophy and implementation

· Instrumental in the design and/or development of significant components of the aircraft doors and door related systems

すみません、訳中の間違いですが、Plating社ではなくFountain Plating社でした。
