To make a scene

When people are behaving strangely in a public place we can say they are "making a scene." It's usually very embarrassing and people stop and stare.
To make a scene is to make a public display or disturbance, to be loud and rude with other people or in public, to behave in such a way that it disturbs the public, or to draw undue attention to oneself by being dramatic.
