over-drawn As this is a less-common meaning of 'to over draw', it might have been helpful to have written it like this with a hyphen.

In this context, it simply means to 'draw' disproportionately more money from one account than some other account, in order (here) to presumably even up the borrowing across the different accounts, etc.
