This is related to my previous question, but is a little different (different person involved who may or may not be doing the same thing as in the previous question) so I think it should be asked separately:
"Bei der Ausstellung von Barschecks ist zwingend das Vier-Augen-Prinzip zu beachten. Soweit Schecks nur von einer Person **gezeichnet** werden können, ist das Vier-Augen-Prinzip in der Form zu gewährleisten, dass vorab die Genehmigung des Niederlassungsleiters eingeholt wird."
Is the person signing the check, filling it out, marking it in some way or something else?

Speculatively this is a blank in/endorsement vs. an in/endorsement over to a third-party yb an in/endorser, as oposed to a branch manager's mark of approval.
