I'm familiar with the term "maîtrise d'ouvrage" in a construction context, but I'm not sure of it in an IT context. Same with "assistance à la maîtrise d'ouvrage" which has also cropped up in the same context.
Is this systems analysis?
Has anyone come across this before?

Noting that this is "Maîtrise", not "Maître", it is the function of project management on behalf of the Owner/Client and it could be an in-house team. The Owner/Client is the "Maître d'ouvrage". A contractor working on the IT systems would have their contractor-side project management team.

IS project owner
The meaning is the same as in a construction project, even though the type of person / body may be different. I always find this quite tricky to translate, since it so depends on the specific context; if you can't find more details to help you in your wider context, then this catch-all solution may be about all you can use.

Well, that is of course VITAL extra context!
However, from your organization chart, you may be able to find how this M.O. fits in with the other components of the organization, which certainly ought to help.
But I don't see any reason why a department couldn't be called 'IS Project Owner'?!

: Both the client and the contractor can have project management teams, the fact that this is specifically "d'ouvrage" means that it is client-side. There are quite a lot of terms in French that get translated as "project management": this one is specific.
