"Diligenciar" is a difficult (and often unnecessary) word to translate that vaguely means "to carry out legal or administrative-law proceedings or steps in the legal or administrative-law proceedings".

The way it is written in Spanish makes less sense to an English-speaking audience, since the author is conflating the recording of the proceedings with them actually occurring (a fairly normal way of drafting in Spanish legalese).
