Let me know if you need any other details My answer has been given in general terms. There are other details that may come up about this. For example in Israel, the cohanim duchan every day. Outside of Israel only on Rosh Hashanah, Yom Kippur and the three pilgrim festivals of Pesach, Shavuot and Succot. The priestly blessing is read out to the cohanim, word for word by the shaliach tzibbur (the person leading the service) or some other person. If you need any other obscure details, feel free to ask me.

It refers to a Jew who is a Cohen, a "priest". It means that during the prayer service, he went up at the appropriate point in the service to recite the Priestly Blessing before the congregation.

to go up to the duchan or to duchan or to go up and bless the congregation

This refers to a cohen. The cohanim bless the congregation from the duchan which is a platform in the synagogue usually positioned immediately before the ark. They cover themselves with the tallit, hold their hands in the prescribed way, turn around to face the congregation and recite the priestly blessing. The act of doing this is called going up to the duchan or duchanning. There is no English word for ducan that I am aware of.
