What is the precise subject? The reason for asking is that all sorts of people in Spain are called "technicians" even if they don't do technical work at all. The word is often a false friend.

'técnico' doesn't mean 'technician', but simply someone with specialist skills.

agree AllegroTrans : Yes, but I fail to see how "Registrar" is an alternative to Administrator//only if that is what this person actually does, but we don't have sufficient context
