Explanation:
In this case Suezen I think "professeur" refers to status rather than function. You need a PhD to be a Prof at university.
"professeur-enseignant" would otherwise be something of an overkill!

In fact there are three possibilities:
a lecturer (just teaches)
a researcher (does research full-time)
a lecturer/researcher (does both - he/she has a light teaching load and spends a lot of time furthering his/her research project)
