Of course the primary care physician could be described as a GP, but in this context it seems that they want to focus on the level of care.

I just finished translating a textbook of family medicine (into Swedish), and the original used the phrase "primary care physician" when it wanted to focus on the level of care. (But of course GP or family physician was much more frequent when there was no need to contrast against higher levels of care).

Some 277 000 Google hits also seem to indicate that "primary care physician" is an established term.
