i can unfortunately not think of a satisfactory term for the dictionary: a problem area could be just about anything, and a criminal neighbourhood is too vague...typical"

deprived areas
It's a bit tricky though, and potentially discriminatory, to link deprivation with problems and "crime" although they do usually tend to go hand in hand.... I personally also like "problem areas"
