not only the term but the logic of the whole sentence is difficult to understand. the problem is 'and'. curbside-collected and dual-stream:

This would make more sense.
1 IMO commercial recyclable waste would not be curb-collected.
Paper is collected from bulk bins, paper-shredder units etc on the site often by private contractors. That's my experience with commercial cardboard packaging recycling in factories and warehouses.
Office paper recycling - there are special bins in the office - I am not sure how it is managed. Staff cafetaria container recycling (aluminium cans, plastic bottles, glass) I am not sure about.
2 Curbside recyclables collections from city residents may or may not be dual stream. There is sorting by the householder '垃圾分类回收处理'方法 - the old way. The new way is 混合回收, either two streams (mixed paper and mixed containers recyclables '双混合物流回收处理'方法) or just one stream '单混合物流回收处理'方法all recyclables, both paper and containers, mixed together)
