Likewise, "even if" simply means that the originally-intended employee is considered as being 'absent without permission' even if a replacement person has been found — i.e. they can't use the argument that "no harm was done, as the job was covered".
I think is is perhaps a peculiarity of Anglo-saxon employemnt practices.
Il est certain que le "no call/no show" ne s'applique pas exclusivement aux listes de rappel, mais vous en connaissez beaucoup des emplois réguliers où vous êtes considéré en "absence sans prévenir" (!) ou en "absence non justifiée" si vous n'avez pas confirmé votre présence plutôt que signalé votre absence?
I don't think this is necessarily about a 'liste de rappel' — from the context given, it could equally well apply just to a ganeral situation of someone not turning up for work.
Si l'employé initialement affecté ne confirme pas son [rappel] [acceptation] [intention de se présenter]dans le délai prescrit, il sera considéré avoir décliné [le rappel] [l'affectation], même si l'employé de remplacement se présente. (Bizarre la fin de cette phrase!)
